This page is for the domestic India passport (Passport Seva, passportindia.gov.in) for a child below 4. The overseas route through an Indian mission or VFS centre uses a different, larger photo size — do not use this page for an overseas application.
According to the Government of India's Guidelines for Capturing Photographs for Minors below 4 years of age (Passport Seva, Ministry of External Affairs), your child's photograph must:
- Be 35×45 mm (4.5 cm × 3.5 cm), portrait, and in colour — no black-and-white photographs.
- Have a plain white background, with no objects and no distracting shadows behind the child.
- Show the full face, front view, the child looking directly at the camera, with the full head from the top of the hair to the bottom of the chin and the head centred in the frame.
- Have the child's face fill about 80–85% of the photo.
- Show the eyes open and clearly visible, with no hair across the eyes.
- Show a natural expression.
- Be taken with uniform lighting — no shadows, flash reflections or red-eye.
- Use a head covering only for religious reasons, and only if the full face and both edges of the face stay visible.
- Be a recent photograph that looks like your child today.
Yes. The Government of India's minor guideline requires the child's eyes to be open and clearly visible, looking straight at the camera — even for a child under 4. Unlike some overseas guidance, the domestic minor guideline does not relax this for infants: a baby's eyes still have to be open for the domestic Passport Seva photo. Wait for a calm, alert moment and take the shot at the child's eye level with the eyes open.
Keep the expression natural — the child does not need to smile.

For a newborn or baby at home:
- Lay a plain white sheet flat and place your baby on their back on it — if the child cannot yet sit up straight, photographing them lying down on a plain white surface is fine, as long as the shot is a straight front view.
- Shoot from directly above (or in front), with soft, even light and no shadow falling on the sheet.
- Keep everyone else out of the frame — no hands supporting or holding the child should show — and take out any soother or pacifier, which can hide the face.
- Catch a moment when the eyes are open, then upload it and let the tool crop it to size.
Not every applicant has to affix a printed photo:
- At a Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK), a photograph is not required — the child's photo is captured on-site.
- The affixed 35×45 mm print is required only when you apply at another collection centre: a District Passport Cell (DPC), an Authorized Speed Post Centre (SPC), or another Citizen Service Centre (CSC).
