The Voter ID card — the Elector's Photo Identity Card (EPIC) — is issued by the Election Commission of India (ECI). The Voter ID photo and the India PAN card photo are not interchangeable, and the signature rule is the key difference:

• Voter ID (ECI Form 6): the photograph must be unsigned. Do not sign or write across it.
• PAN card (Income Tax Department): the photograph is signed across the left copy.
