Since 1 April 2024 the Japan ABTC application is handled entirely online through MOFA, and the postal application is no longer accepted. According to Japan's Ministry of Foreign Affairs (MOFA), the APEC Business Travel Card photo must meet the same standard as a Japanese passport application photo. These are the rules your photo has to satisfy, so compare your photo against the checklist below before you apply.

• Digital JPG file, 4:3 aspect ratio — 450×600 px recommended (portrait), a file up to 10 MB.
• Plain white background — MOFA asks for a white background as far as possible, with no pattern, shadow or gradient.
• Full-face front view, applicant only — face the camera straight on, with only you in the frame and a neutral expression.
• Head 32–36 mm from crown to chin — composed as in a Japanese passport photo, so your head is a natural size in the frame.
• Taken within the last 6 months — a current photo that looks like you today.
• Colour or black-and-white — both are accepted.

Because the ABTC uses the Japanese passport photo standard, a Japanese passport photo taken within the last 6 months can be reused for the card — you don't necessarily need a brand-new photo.

The APEC Business Travel Card photo size is 450×600 px — a portrait file with a 4:3 aspect ratio (taller than it is wide). This is MOFA's recommended pixel size for the online application. Because it is a digital upload and not a printed 35×45 mm photo, there is no paper size to cut and no border to worry about.

Japan moved the APEC Business Travel Card application fully online on 1 April 2024, and MOFA no longer accepts a postal application. • A blue or coloured background. Some tools output a light-blue background for this card — MOFA asks for a plain white background, so use white with no pattern or shadow.
• Treating it as a printed 35×45 mm photo. The ABTC is now an online application with a digital upload; you need a 450×600 px JPEG, not a printed photo to post.
• A file that is too large or the wrong shape. Keep it a JPEG under 10 MB at a 4:3 ratio — a square crop or an oversized file can be refused. IDPhotoBy's output already fits.
