A Japan hunting license photo is the ID photo you attach when you apply for the hunting license exam (狩猟免許試験), renew the license (狩猟免許更新) or register as a hunter (狩猟者登録). All three applications go to the prefectural governor (都道府県知事) under the enforcement regulations of the Wildlife Protection, Control and Hunting Management Act (鳥獣保護管理法施行規則, Articles 48, 58 and 65), with one photo rule for all three. For foreign residents, each rule below comes with its Japanese term.

Japan hunting license photo requirements

The regulations ask for 「申請前六月以内に撮影した無帽、正面、上三分身、無背景の写真」 — a photo taken within 6 months before you apply, with no hat, facing forward, showing your upper body, against a plain background.

Japan hunting license photo size: 30 mm high × 24 mm wide

The hunting license photo size is 24 × 30 mm: 30 mm high × 24 mm wide, written 縦3.0 cm × 横2.4 cm. The Ministry of the Environment's guide gives 縦3㎝×横2.4㎝, and Tokyo, Chiba, Osaka, Gunma, Tochigi, Nagano and Aomori list the same size. The Ministry presents its procedure as a standard example (標準的な申請手続きの例です).

Glasses: keep them on if you wear them

If you wear glasses, or the remarks on your hunting license (狩猟免状) say 眼鏡等使用, take the photo with your glasses on. Tokyo writes 眼鏡使用者は着用時のもの (glasses wearers must be photographed wearing them), and Ibaraki, Fukushima and Fukuoka give the same rule for licenses marked as requiring glasses.

Photos for the exam, renewal and hunter registration

  • Hunting license exam: 1 print per license type. The Ministry of the Environment's guide has you stick the print on the exam ticket (受験票の所定欄に貼ること), and Tokyo has you send it by post (郵送).
  • Renewal: 1 print per license type. Fukushima provides a separate sheet for mounting the renewal photo (狩猟免許更新用写真台紙).
  • Hunter registration: 2 prints. Ibaraki, Miyagi and Fukuoka list the same 縦3.0 cm × 横2.4 cm size.

How to make a Japan hunting license photo online with a free preview

  1. Take a sharp phone photo of yourself facing the camera, with no hat, your upper body in the frame and a plain wall behind you.
  2. Upload it here. Japan and the hunting license are already selected.
  3. IDPhotoBy crops your photo to 24 × 30 mm for a Japan hunting license, frames your face and upper body, and checks the background.
  4. Check the watermarked preview, then download the finished photo and a print-ready sheet.
  5. Print the sheet, write your name and the date taken on the back of each photo, and attach the photos to your application. If your prefecture takes an online application, upload the photo file there; Gunma still asks for the original print.

What IDPhotoBy does, and what it doesn't

IDPhotoBy only formats the photo you upload and doesn't retouch your face or remove your glasses. We don't submit anything to your prefecture and can't promise your photo will be accepted; your prefecture decides. This page covers only the hunting license (狩猟免許); for a driver's license, see our Japan driver's license photo page.

Each prefecture runs its own procedure. The Ministry of the Environment's hunting license guide shows the standard application. Check the official application portal before submitting.
