The Certificate of Identity and Registration (CIR) card is a registration card from the Philippine Embassy in Berlin, Germany. According to the Embassy’s passport requirement sheets, you need two ID photographs, 2.5 cm × 2.5 cm (25 × 25 mm) for it. Upload one photo from your phone, and IDPhotoBy turns it into a Certificate of Identity and Registration photo of exactly that size, ready to print.
The CIR card is a registration card that the Embassy of the Philippines in Berlin has offered to Philippine passport applicants who register with the Embassy. The Embassy’s passports page listed the card as optional, only for those applying for a passport, and the Embassy has offered it at no charge. The Embassy’s passport requirement sheet sets the photo requirement for the card: “Two ID photographs 2.5 cm x 2.5 cm in size.”
The Embassy’s text for the CIR card sets the number and size of the photos. It gives no background color, head size or other photo rule for the card.
| Requirement | CIR card photo |
|---|
| Number of photos | Two ID photographs |
| Photo size | 2.5 × 2.5 cm (25 × 25 mm) |
| Background color | Not stated by the Embassy for the CIR card |
| Head size | Not stated by the Embassy for the CIR card |
| Online submission | No — printed photos that you provide to the Embassy |
| Offered by | Embassy of the Philippines in Berlin, Germany |
Because the Embassy sets no head size, IDPhotoBy uses its own framing: a centered head-and-shoulders crop at exactly 25 × 25 mm, with the head about 12.3–17.2 mm tall from chin to crown. This is our choice, not an Embassy rule.
Check before you print. The CIR card appears in the Embassy’s passport requirement sheets from 2012 to 2014 and on its passports page until mid-2018, but we couldn’t find it on the Embassy’s current website. Ask the Embassy’s consular section whether the card is still issued.
The two CIR photos are separate from your passport photo. The Embassy’s passport requirement sheets list personal appearance for biometric data capture — photo, signature and fingerprints — so when you apply for a Philippine passport at the Embassy in Berlin, the passport photo itself is captured there. The Embassy’s passports page required personal appearance for all types of passport applications, new or renewal. The dress rules in those sheets (“Applicants should dress properly for the passport photo”) refer to that passport photo, not to the CIR photos. See our Philippine passport photo page.
IDPhotoBy works with the photo you upload: it crops the photo to 2.5 × 2.5 cm, frames your head and shoulders and checks the background, without retouching or beautifying your face. The result is meant for printing, because the CIR card photo isn’t submitted online. IDPhotoBy doesn’t apply for the card for you, and whether your photos are accepted is up to the Embassy.
Check the Embassy’s official website or ask its consular section before submitting your photos.
