Applying for a Russian international (biometric) passport — the загранпаспорт — through Gosuslugi (Единый портал)? You attach a digital photo to the online application. Upload a recent photo and IDPhotoBy sizes and crops it to the 35×45 mm (3.5×4.5 cm) image Russia's Ministry of Internal Affairs (МВД) requires, on the plain white background the rules call for, with the Russia international passport (Gosuslugi) document already selected. It is free — no payment required.
Russia's МВД sets the photo rules for the загранпаспорт in Order No. 996 (п. 35). For the photo attached to the Gosuslugi application, they are:
- 35×45 mm (3.5×4.5 cm) — the standard Russian passport photo size.
- Plain white background — white and even, with no stripes, spots, shadows or objects behind you.
- Colour or black-and-white — the regulation accepts either.
- Head and upper shoulders, close up — from the crown of the head to the chin must be no more than 80% of the frame height. That is a maximum: the regulation states no minimum head size.
- Strictly front-facing, neutral expression, mouth closed — look straight at the camera, eyes open and clearly visible, hair not covering your eyes.
- No headwear — except a head covering worn for religious reasons that does not hide the oval of the face.
The МВД regulation does not set a file format, pixel size or kilobyte limit for the upload — so we don't invent one; IDPhotoBy gives you a standard 35×45 mm digital image to attach to the application.
The photo you upload on Gosuslugi is the picture attached to your online загранпаспорт application (Order No. 996, п. 34–35) — it lets the application go through. It is not the final image in the biometric passport: under п. 88, a personal visit to the МВД migration unit is mandatory, where your passport photograph is captured in person. Details that many guides get wrong:
- Glasses — if you permanently wear glasses, you may keep them on, as long as the lenses are not tinted, your eyes are clearly visible and the frames do not cover your eyes. The regulation does not require you to remove ordinary glasses.
- Head coverings — not allowed, with one exception: a covering worn for religious reasons, provided it does not hide the oval of the face.
- Expression — strictly front-facing, looking straight ahead, neutral, with your mouth closed. Both eyes open, hair off your eyes.
Order No. 996 (п. 35) forbids submitting a photo that has been edited to improve the person's appearance — the image must show all the real features of your face. Only the framing, size and background are prepared — the photo still looks exactly like you.
