CIBTvisas is a private, for-profit visa and travel-document service — not a government agency, and not the authority that sets any country's photo rules. It reviews and files your paperwork with the government whose visa or passport you're actually applying for, and that government is the one that decides what your photo has to look like. And it describes its own role as reviewing and expediting applications against rules set by someone else — not authoring those rules itself:

None of that makes CIBTvisas a visa-issuing or passport-issuing authority. It issues nothing itself. It files your application with the actual issuing government on your behalf, and checks your paperwork — including your photo — against that government's own published rules before submitting it. Because “CIBTvisas visa photo” can mean dozens of completely different official specifications depending on which country you're actually applying to, there is no single photo standard that belongs to CIBTvisas itself for anyone — including IDPhotoBy — to prepare against.
