The portal's own photo standard calls for a 40×60 mm (4×6 cm) photo on a white background — and for online submission, the digital file has to be encoded as JPEG 2000 (.jp2), not a standard JPEG. The Ministry of Public Security's own Public Service Portal (Bộ Công an — dichvucong.bocongan.gov.vn) publishes the photo standard for the ordinary passport procedure. Check your photo against this checklist:

  • Size 40×60 mm (4×6 cm) — the exact frame the portal specifies.
  • White background — plain white, no other color.
  • Straight, front-facing view, both ears visible, bareheaded, no glasses.
  • Head height about 38 mm, chin to crown — the point IDPhotoBy centers your head on, inside the 60 mm frame.
  • Face area about 75% of the photo — your face should fill most of the frame.
  • Eye line positioning — the space above your eyes should be about two-thirds the height of the space below your eyes.
  • Newly taken — not older than 6 months.

The portal's photo standard doesn't specify a facial expression — but as with most ID photos, a natural, neutral look (no big smile, mouth closed) is the safest choice. After you upload your photo to the portal, its own software automatically checks the image quality — so a clear, correctly framed file matters before you submit.

Two output formats: a printable sheet and a JPEG 2000 (.jp2) digital file

The Vietnam ordinary passport procedure can be filed in person, by post, or online — and the online channel has a file requirement most tools miss: the portal's photo-standard page states the upload format as JPEG 2000 (.jp2), not a plain JPEG.
